you need to break down your questions into individual questions, there are to many at once and they are all different , it is overwhelming. you should get a parts catalog from summit or jegs they have alot of custom parts for the lighting you want, have dash paint for the plastic dash, the rims and sizes you should use and talk to one of their people on the phone they will help you with your questions. to fix rust or bad paint you should get a book on how to prep and the proper steps to paint it so it matches. tinting for your application should be about $150 for the two front windows and the rear window.
